CSS frameworks can be a useful tool in web design, using them can save you time and quickly let you get designs built that are going to pass validation and allow you to work on making it pleasing to the eye.

Some designers frown upon the use of frameworks mainly as they feel they are bad for new designers as its not allowing them to learn to code properly… So I suppose there are arguments for and against, but having a good framework in place can benefit you and save many problems and headaches whilst coding.
